If you are running 2400mhz on the RAM, try to OC it. Also, if you are limiting frame rate with in game limiter it could be that. Uncap the framerate from within the game, cap with geforce drivers instead. I don't think the cpu is the issue. In game my cpu usage stays around 35% most of the time so there is plenty left.

Click here to jump to that post. I found a fix for my system. Go to My Documents/My Games/Far Cry 5, and open gamerprofile. and set GPUMaxBuffered=1 and DisableLoadingMip=1. I also went back into Nvidia CP and turned triple buffering off, set Vsync to ON, not FAST and Turned Threaded Optimization back to AUTO.
